An unaccompanied minor is any person under the age of 18 attempting to enter the United States without a parent or guardian. The Office of Refugee Resettlement (¡°ORR¡±) within the US Department of Health and Human Services takes responsibility for the care and placement of unaccompanied children. The U.S. government makes tremendous efforts to give unaccompanied children access to relief in full and fair immigration proceedings; detain them in the least restrictive and most humane settings possible; and let them have legal representation in their immigration proceedings.
